Man charged with indecent exposure at Montgomery Co. Ledo’s and Safeway; police suspect there may be additional victims

A 31-year-old man has been charged in Montgomery County, Maryland, with indecent exposure at a pizza restaurant and grocery store, and police are encouraging any other potential victims to come forward.

WTOP reports that at the time of his arrest, the man was on probation, having served four months in jail for a similar incident last year.

Montgomery County Police state that on Oct. 31, Steven Randolph entered the Ledo’s Pizza on Olney Laytonsville Road as employees were preparing to open. After being informed the restaurant was not yet open, an employee saw Randolph exposing himself in the middle of the establishment. When the employee reacted, Randolph fled the scene.

During their investigation, police identified Randolph as the suspect, with a responding officer recalling seeing someone matching his description at a nearby business earlier that day. Surveillance footage confirmed Randolph’s identity.

Records show that Randolph was on supervised probation for an earlier indecent exposure conviction from August 2023, for which he served a four-month jail sentence followed by two years of probation. He was due in court on Nov. 21 for a probation violation hearing.

On Nov. 6, police received a report of a man exposing himself at the Safeway on Spartan Road in Olney. Officers found Randolph at a nearby bus stop, took him into custody without incident, and transported him to the hospital for treatment of an injury sustained before his arrest.

Police believe there may be other victims who have not yet come forward and are asking anyone with information to contact Crime Solvers of Montgomery County at 1-866-411-TIPS (8477), where calls can remain anonymous.
