A pursuing officer was exposed to the drug but was decontaminated on site and medically cleared.
HAGERSTOWN, MD – On February 4, 2025, a surveillance operation by the Washington County Narcotics Task Force led to the arrest of two men suspected of distributing fentanyl. The multi-agency effort resulted in the seizure of a substantial quantity of the dangerous drug.
Investigators observed behavior consistent with drug distribution and requested assistance from uniformed officers. Hagerstown Police Department officers conducted a traffic stop after witnessing a violation, identifying the vehicle’s occupants as Wesley Antonio Fulgham, 35, of Baltimore, MD, and Levar Atturra Octavion Cooper, 30, of Hanover, MD.
A Maryland State Police (MSP) K-9 unit alerted officers to the presence of narcotics in the vehicle. During the subsequent investigation, Cooper refused commands to remove his hands from his pockets and fled on foot.
As he ran, Cooper allegedly attempted to discard gel capsules by tossing them onto the ground, into the air, and at passing vehicles. A pursuing officer was exposed to a large amount of airborne powder from the capsules, which made contact with his face and chest. The officer was quickly decontaminated by Community Rescue Services and did not require hospitalization.
Officers apprehended Cooper after a short chase, and a search of the vehicle uncovered additional fentanyl, digital scales, packaging materials, and cash—items commonly linked to drug distribution. In total, authorities recovered approximately 84 gel capsules containing suspected fentanyl.
Both Fulgham and Cooper were arrested and charged with multiple offenses, including:
- Possession of a Large Amount of Fentanyl
- Possession with Intent to Distribute Fentanyl
- Possession of a Controlled Dangerous Substance
- Possession of Drug Paraphernalia
Additionally, Cooper was charged with reckless endangerment for allegedly exposing the officer to fentanyl.
The Washington County Narcotics Task Force thanked the MSP for their support and Community Rescue Services for their decontamination efforts. Officials reaffirmed their commitment to fighting fentanyl distribution, which has contributed to the nationwide overdose crisis.
